In checking the legitimacy of this survey, I came across the answer to my own question: "UCS refers to instances where someone agrees to sex but may not fully want to, feel like, or be interested in engaging in sex." In other words, the person said yes reluctantly.
My assumption is when saying 'no' is preferable, but messier than saying 'yes.' Fear of resisting is a real thing, unfortunately. Been there done that.
