I've looked around on the internet for the true story about this..but there always seems to be a debate about the details...

Can anyone tell me the OFFICIAL story and what the actual charges were?

Actual charges were: rape of a minor, supplying drugs to a minor, rape by use of drugs, sodomy and performing oral sex on a minor, and committing a lewd act upon a minor.

He took a plea bargin, which brought it down to one count of sex with a minor, and then fled to France before the hearing.

http://www.thesmokinggun.com/archive/polanskicover1.html has actual court transcripts, if you believe the Smoking Gun.

Yeah, and the glitterati were all like "hasn't the poor man suffered enough?"

Answer: no. Drug, rape and sodomise a child and you should go to jail. France should have handcuffed the bastard and sent him back.
