Saudis launch campaign against terrorist literature in libraries
    (DPA)
    Tues 2 May 2006

BURAIDA/CAIRO - Saudi authorities have started a campaign to remove terrorist literature from public libraries in the Islamic kingdom, Saudi newspaper Al Watan reported on Tuesday.
The newspaper reported that several libraries in the city of Buraida, a conservative stronghold north of Riyadh, were offering copies of a reference book for soldiers on how to make bombs used by Jihad fighters. The reference book reportedly described bomb-making techniques designed to kill the “unfaithful.” This book and others obtained by the newspaper have since been removed from the library, the report said.

    Pakistan Detains al-Qaida Fugitive Nasar
By PAUL GARWOOD, Associated Press Writer Tues 2 May 2006
KABUL, Afghanistan - A top al-Qaida leader whose links stretch from Afghan terror training camps to extremist networks operating throughout Europe has been detained in neighboring Pakistan and possibly handed over to American authorities, according to a U.S. law enforcement official.
Mustafa Setmarian Nasar, a Syrian who also holds Spanish citizenship, was captured in a November 2005 sting in the southwestern Pakistani city of Quetta that left one person dead, said the American official, who declined to be identified further because the matter is sensitive.
The official, who spoke to The Associated Press late last week, said Nasar, who is also known as Abu Musab al-Suri, may now be in U.S. custody but did not specify where. He declined to comment further.
Pakistani and American officials have long been tightlipped on the status of Nasar, who has had a $5 million U.S. bounty on his head. He has been described by the U.S. Justice Department as a former trainer at Osama bin Laden's camps in Afghanistan
Another Pakistani official confirmed the Quetta arrest
"He had been interrogated by us. He had been interrogated by our American friends," said the official

    Call for strict anti-terror move
    From our correspondent
    7 May 2006
MANAMA — Concerned over a series of acts of vandalism and terror in Bahrain, an MP has called on the public to put pressure on the government to take more serious punitive measures in dealing with people who take resort to violence to promote their cause. Deputy Jassim Al Saidi said people can "report to the authorities if they know who are involved in such acts that have damages public and private properties as well as have resulted in attacking innocent people and public security personnel." He added that it is in this manner that they could help the government in maintaining peace and stability in the Kingdom, which is marching ahead with political, social and economic reforms on the road to progress, prosperity and harmony.
Al Saidi said he was preparing a proposal to present it at a later stage to the Chamber of Deputies for its approval, pointing out that it (the proposal) will ask for amendments to law for stricter punishments.
He also went a step further, saying that death penalty for those who kill innocent members of the society and security personnel would be an appropriate punishment. © 2006 Khaleej Times All Rights Reserved. Source

Afghan clerics say no holy war on foreign troops

    (Reuters)

    13 May 2006
KANDAHAR, Afghanistan - A pro-government council of Afghan Islamic clerics said on Saturday Muslim holy war against foreign troops was not allowed and those who shunned reconciliation with the government were rebels. The Islamic council in the southern province of Kandahar issued a fatwa, or decree, rejecting fatwas issued by Teleban insurgents, including a call for jihad, or holy war, against foreign forces. “We cannot call foreign troops invaders ... jihad against them is not allowed,” Ghulam Mohammad, head of the clerics’ council, told a news conference in Kandahar town.
The Teleban, ousted from power in late 2001, have intensified their insurgency to expel foreign troops and bring down the Western-backed government in recent months. Several clerics who have spoken out against the Teleban have been killed over the past few years. Mohammad said foreign forces were in Afghanistan to help the elected government of President Hamid Karzai. “Those who do not accept Karzai’s government are rebels,” he said. “Those who do not accept the reconciliation process are rebels,” he said, referring to government attempts to persuade Teleban to give up and rejoin society. Few Teleban have accepted the offer and security in some parts of the country is the worst it has been since 2001. The Teleban are expected to step up attacks on foreign forces as more move into the south under a NATO plan to expand its peacekeeping force from 9,000 to about 16,000. The United States has 23,000 troops in Afghanistan, the highest number since UN forces attacked Afghanistan in 2001, weeks after the Sept. 11 attacks.

Jordan says its intelligence helped kill Zarqawi
    (Reuters) Source
    8 June 2006

AMMAN - Jordanian intelligence helped in the operation that led to the killing of Al Qaeda’s leader in Iraq Abu Musab Al Zarqawi on Thursday, a Jordanian spokesman said. “There has been early exchange of intelligence information with the United States that helped in the operation that killed Zarqawi,” government spokesman Nasser Joudeh told Reuters.Jordanian-born Zarqawi, who had sworn loyalty to Osama bin Laden, had come to symbolise the radical Islamic insurgency against US occupation in which thousands had been killed.“This has been an Iraqi operation,” Joudeh later told a news conference. “However, all parties concerned in pursuing Zarqawi have been cooperating in terms of intelligence over many months to try to locate him and Jordanian intelligence have been part of this.”

Saudi minister praises troops for battle against terrorism
    (DPA) Source
    8 June 2006
DUBAI - Saudi Interior Minister Prince Naif bin Abdulaziz has hailed the kingdom’s security forces for their role in successfully combatting most of the terror plots and activities planned in the country. Prince Naif made the statements late Wednesday after a graduation ceremony at Riyadh-based Naif Arab University for Security Sciences, the Saudi Press Agency reported Thursday.“We have successfully aborted most of the terror plots and activities,” he said.Prince Naif also pointed out that the interior ministry has been informed through the foreign ministry that arrangements are underway in Iraq to extradite two Saudis who were in the list of the 36 most wanted terrorists in the country.“We will exert intensive efforts for their extraditions, and the matter is to be settled by the Iraqi authorities,” he said.Saudi Arabia had a string of terrorist attacks in 2003 believed to have been perpetrated by followers of Saudi dissident Osama bin Laden. Since then, Riyadh has been able to control the wave of violence and has arrested hundreds of militants. He also urged education and media institutions to shoulder their responsibility towards confronting terrorism.

Saudi shootout kills policeman and six militants
    Thu Jun 22, 2006 11:34pm ET[IMG]Source
RIYADH (Reuters) - Six al Qaeda-linked militants and one policeman were killed in a shootout in the Saudi capital Riyadh on Friday, Saudi officials and media said."The operation has ended now ... Six armed elements were killed and a seventh was wounded and arrested," Saudi-owned Al Arabiya television's correspondent said. One policeman was also killed in the shootout that occurred in a western district of the capital. An Interior Ministry statement said the seven were linked to the "deviant group" -- a label used by authorities to describe supporters of Saudi-born Osama bin Laden's al Qaeda network."One security man was martyred in the incident and there were some injuries among the ranks of security forces," the statement said, adding that the forces had faced heavy fire from the militants. The television quoted security sources as saying the militants were on the verge of launching unspecified attacks when security forces hit their hideout.Islamist activists allied to the al Qaeda group have been waging a violent campaign aimed at toppling the U.S.-backed monarchy, which is also the world's biggest oil exporter, and expelling Westerners.Officials say about 150 foreigners and Saudis, including security forces, and 130 militants have died in attacks and clashes with police since May 2003, when al Qaeda suicide bombers hit three Western housing compounds in Riyadh.

Dozens held in Saudi terror raids

Sunday 25 June 2006, 1:02 Makka Time, 22:02 GMT Source
The Saudi authorities have announced the arrest of more than 40 people in raids against alleged al-Qaeda members. The number includes two people arrested after a clash between Saudi police and alleged al-Qaeda insurgents on Friday which left six insurgents and one policeman dead. The Saudi interior ministry said 27 men were arrested for "suspicious activities" in May in a series of raids across the country; in the capital, Riyadh, Mecca and in the Eastern province and northern border.Of these men, two were Somali, one Ethiopian and the rest Saudi nationals. In addition, four people, an Iraqi and three Saudis, were detained in a June raid on a desert camp in Hafer al-Baten, which borders Iraq. Nine other Saudis were arrested on suspicion of "being involved in terrorism", also in Hafer al-Baten, officials said.
    Deadly clash
News of the arrests came after Friday's clash in a residential area of Riyadh.
The interior ministry said security forces came under fire while pursuing seven alleged al-Qaeda suspects in the al-Nakhil district.Saudi police killed six of the insurgents, whom the authorities say were planning attacks, and wounded a seventh. A Saudi policeman also died in the clash.Weapons, ammunition, money, and forged documents, along with communication equipment and forged licence plates were also found in the hideout, the authorities added. Members of al-Qaeda have been blamed for a wave of deadly attacks in the oil rich kingdom since May 2003. Saudi King Abdullah pledged in April to annihilate al-Qaeda-linked insurgents. The country has been under pressure to crack down on militancy since the September 11, 2001, attacks on the US, in which 15 out of the 19 hijackers were Saudi.

Saudi scholars condemn terrorist acts Source

Riyadh – Jamad Al Awwal 29, 1427/ June 25, 2006 – Senior scholars of Saudi Arabia strongly condemned a planned terrorist attack, which was foiled by the security forces in Riyadh last Friday. The Grand Mufti of Saudi Arabia Sheikh Abdul Aziz Aalu Al-Sheikh, who is also chairman of the Senior Scholars' Commission, has denounced the criminal acts perpetrated by the deviating group, stressing that security men have performed a great duty and provided an honorable service for their nation. He called on the members of the Saudi society not to give cover up or protection to any criminals. "The people should provide tips-off to security men about any suspicious activity," he said while stressing that it is the duty of the citizens to protect the religion as well as ensure security and stability of the country. The Grand Mufti said that those who perpetrate terror acts or creating fear among people are criminals, who have no relations with Islam. They are simply tools in the hands of enemies of Islam and Muslims. He described deviants as enemies of religion, economy, nation, unity and leadership, calling on all believers to stand united in combating all forms of terror and other crimes. He thanked security men for containing the subversion of the deviants, indicating that the deviants have been led by their enemies. The Shoura Council President Sheikh Saleh bin Humeid, who is also imam and khateeb of the Haram Mosque, also condemned the planned terrorist attack. "The terrorist bid is a great sin which will create disturbance in the society besides jeopardizing the progress and development of the country. Denouncing the evil designs of terrorists, renowned scholar and imam of the Haram Mosque Sheikh Abdurahman Al Sudais warned that the terrorists' plans, which would only led to destruction and destabilizing of the country, should be thwarted at any cost.Saudi security forces killed six terrorists and wounded another in a fierce gun battle in Riyadh on Friday. One security man was also killed and another seven injured in the shootout that occurred in the western district of Al Nakheel. The Ministry of Interior announced yesterday that at least 43 terrorists were arrested during the country-wide raids carried out in recent weeks. Saudi Arabia has been battling Al Qaeda terrorists for the past three years. Officials say about 150 foreigners and Saudis, including members of the security forces, and 130 militants have died in attacks and clashes since May 2003. Hundreds of militants are behind bar awaiting trial while thousands of detainees have been released after it was confirmed that they were not involved in any crime or terrorist act.

The Jeddah-based Islamic Fiqh Academy, an offshoot of the Organization of the Islamic Conference (OIC) highlighted the role of scholars and mosque preachers and imams in fighting terrorism,At the meetings, more than 100 scholars representing 45 Muslim countries as well as countries with large segment of Muslim minorities managed to unify their positions on issues pertaining to extremism..“Never before in 1400 years has such a universal consensus been achieved amongst all schools of Islamic thought, including Sunni, Shiite and Ibadi divisions, Salafi, Sufi and Ash’ari thought,” said a statement by Al al Bayt Institute for Islamic Thought, which hosted the event. The conference also pinpointed the subjective and objective conditions for issuing of fatwas, thereby stemming irresponsible and ignorant edicts in the name of Islam.. The conference’s final communiqué also stressed that issuance of religious edicts (fatwa) should be brought under control. “No one should practise ifta’a (issuance of fatwa) if he was not competent and qualified,” the statement said, adding that ifta’a should be taught as a separate Islamic discipline at university. They also called for continuous coordination between fatwa commissions in the Muslim world. In its statement, the foundation said universal consensus of the learned is legally binding in Islamic Sharia. “Legislation can now be made according to this consensus (reached in both conferences). This is important not just for Muslims but for non-Muslims, as well, since one of the major factors behind terrorism are erroneous radical fatwas.”

Muslims set up coalition to fight extremism
By Ben Russell and Nigel Morris
    Published: 07 July 2006 15:23 Source
Fourteen Islamic groups have formed a coalition to fight extremists, amid continuing anger at Tony Blair's demand for their community to do more to combat radicalism. The groups, which include the Muslim Parliament and the Association of British Muslims, aim to raise awareness of extremism and speak out against "extremist ideologies and related propaganda". Forum members hope to commission research into why people are attracted to extremist ideologies and "to speak up for democratic values, and the principles of tolerance, justice and citizenship while maintaining our identity as British Muslims". The forum said: "We are aware that some from the Muslim community may be uneasy about the creation of a new body, arguing that Islam is not to blame for extremism and that Muslims as a whole cannot be held responsible for acts of terror committed in the name of their religion. "We acknowledge this may be true, but we emphasise that Muslims must accept that there are extremists and terrorists who justify themselves by reference to Islam and this places a particular responsibility on Muslim citizens to expose these false claims and to refute such false justifications for acts that are clearly against Islam."
Muhammad Abdul Bari, secretary general of the Muslim Council of Britain, attacked Mr Blair for suggesting Muslims were not doing enough to combat extremism. He said: "Blaming a community, especially those who have been working for the last five years to bringing sanity in the community, bringing peace and harmony in the community. This blaming is not helpful to us."

ISTANBUL — A two-day conference on challenges facing Muslims in Europe wrapped up late Sunday, July 2, with calls for both governments and Muslims to bridge a widening gap.The 11-point Topkapi Declaration, read out by Grand Mufti of Bosnia Mustafa Ceric, stressed that Islam's presence in Europe is not new but rather a historically long and culturally rich one."Muslims have played an important role in the transfer and production of knowledge to and in Europe," read the document. It asserted that Muslims are obliged by Shari`ah to be low-abiding and have a duty to promote social harmony and good relations with their fellow compatriots. The two-day conference, themed Muslims of Europe: allenges and Opportunities, brought together a galaxy of Muslim thinkers, scholars and leaders from all over the world. Its main aim was to look at some of the most pertinent issues that face European Muslims and their societies, including integration, citizenship, identity, Islamophobia and media representation, faith and its public role, and combating extremism. The conference was arranged by a steering group representing a number of major European Muslim organizations and figures.
The conference declaration stressed that terrorism in all its forms is an affront to the whole of humanity."Under no circumstance does Islam permit terrorism and the killing of civilians," it insisted. The declaration urged Muslims to work harder to uproot terrorism.
But, the declaration also had a strong message to European governments. Condemning spiraling Islamophobia and all forms of discrimination, it urged European governments to promote inclusiveness and dialogue.Ekmeleddin İhsanoğlu, Secretary General of the Organization of the Islamic Conference (OIC), has encouraged Muslims to lobby for laws similar to the US hate crime act that would make it mandatory for a government to collect statistics on hate crimes.Muslims have been disturbed by a rise in Islamophobic crimes in a number of European countries. The Topkapi Declaration also underlined the need to work harder and more consistently to eliminate the injustices and grievances that have contributed to the hopelessness and despair of many Muslims and peoples across the world. In its latest report on the so-called war on terror, the British parliament's influential Foreign Affairs Committee said on Sunday, July 2, that international conflicts, such as the situation in Iraq and the occupied Palestinian territories, breed feelings of injustice in the Muslim world which can boost support for terrorism.A recent global poll by the American Pew Research Center indicated that the presence of US forces in Iraq weigh heavily on the US image in the Muslim world as well as in Europe and Japan.
The 41-year-old scholar Tariq Ramadan, cited many positive elements in the declaration, especially the emphasis on the shared responsibilities of Muslims and European governments.Addressing the conference on Saturday, July 1, Swiss-born Ramadan called on Muslims to become more involved in mainstream European society and to be more ready to criticize themselves.

"We have to practice self-criticism for our own sake, not to criticize Islam, but to criticize our behavior."
