There's nothing wrong with it works fine, those bumps are perfectly normal. Ironically they come from a cleansing gland.

I've only slept with 4 men, I've never come across someone with them although I'm sure they're common. I don't know why you would need to disclose the information if it's not a std, from my understanding it can be quite noticeable. I have tiny growths of skin known as pearly penile papules which are benign bumps that commonly form underside of the glans and/or right around the ridge of it. The first time I discovered them on my penis, I was a bit shocked, but I soon found out they were harmless. Now I don't really think about them anymore.

To answer the OP's question, it might by a hindrance in the uber casual daytime blow job department, but by no means are all women so completely uneducated about the male organ that they wouldn't believe you when you explain what those bumps are.
