this is a great question that will produce a wide variety of answers.

to me a cult movie has some of the following qualities:
    - you watch it over and over again more so than your average movie you love.
    - its message / characters / subject matter is geared more towards the counter culture than the mainstream
    - successive generations of people are strongly influenced by the movie/phenomena
    - sometimes a movie that really lacked proper marketing or support by the major film company that released it but still managed to grow into a "fan favorite" through word of mouth.

To me, a movie being a "cult" movie has little to do with its content. A cult movie is a movie that flopped on release and gained a strong following of dedicated fans through word-of-mouth. Or, a movie that didn't necessarily flop but had virtually no marketing (see Eraserhead) and became more and more popular over the years, again, due to word-of-mouth.
