If your foreskin doesn't fully retract comfortably then it is possible you could have a case of phimosis, where a full or partial circumcision may be necessary. The best thing you can do is to consult your Family Doctor.
Gary - some males are able to retract their foreskins later than others, but most are able to do it by age 17. Your problem could be two things: 1. Your foreskin is too tight (phimosis), and may need either a circumcision or a preputioplasty. The former is the surgical removal of all or part of the foreskin (part, or a "loose cut" is better), and the latter is a surgical procedure where the ring of tissue preventing the foreskin from retracting is surgically cut along the ring and restitched so it is looser and the foreskin is able to retract. 2. Your frenulum (the stringy thing in the "inverted v" on the underside of the glans (head) of your penis is too short, preventing the foreskin from retracting all the way back, which is cured by a frenuloplasty, a surgical cutting and restitching of the frenulum. Before consulting a doctor regarding your problem (and sex will not be as good if you can't retract the foreskin), try soaking in a hot bath for 15 minutes, drying off, and applying hydrocortisone cream to the glans and underside of the foreskin, and gently try to stretch the foreskin over the glans. Don't force it, but if it seems to work, keep doing this for a month or so every day, and see if the foreskin has been stretched enough to allow it to easily move back over the glans when you have an erection. You can buy hydrocortisone cream over the cournter in any pharmacy. I have advised a number of other young men with this exact problem, so PM me if you want to discuss it privately.

What I was wondering was do you think it would still work without the cream or the cream would be necceseary? Gary - it might work without the cream, but you have to be careful that you don't force the foreskin back so that it stretches too much, and hurts. I have advised young men with your problem, and stretching worked for some, and not for others, depending on how tight the foreskin is, and it does not work if the problem is the frenulum. Once you are able to pull back the foreskin easily, you should regularly do it every day, such as when you take a pee, just to keep the foreskin supple and stretched. Let me know how it goes...

Gary - You can't expect it to go all the way back the first time. It should take several weeks of gradually stretching it further and further back each day before it will go all the way back easily. And put a body lotion or cream on the glans and the underside of the foreskin when you try stretching it back after a hot bath. This should ease the retraction process. For some guys, the tightness of the foreskin was too extreme to cure the problem by stretching, and the only solution was an operation or living the rest of your life with a penis head you can't see.
