I don't think it's so much "cultural" as it is just plain biological. I hear it often said how cool the clitoris is because it's (theoretically) the same number of verve endings as the penis, but compacted into a tiny package. But the flip side of that coin is this: those nerve endings in the penis are sitting out there flopping around, rubbing against stuff, sponteneously getting erections, getting handled regularly, and depending on the state of undress, being viewed with far more frequency.
