The Russians are using radio jamming to thwart drones, and have entered an all-out war economy, that will either collapse or out-live the war in the Ukraine. Already, some autonomous drones are being used to get past the jamming, and the Ukraine has started to earn their living as cutting edge drone manufacturers. Meanwhile, the US has admitted we already have the technology for a Star Wars defense system. Everyone is still waiting on the solid-state lasers and other technology to mature a bit more, but a satellite in orbit can easily shoot down missiles and drones, and what you want is a tiered system, with low flying drones covering the ground, high flying ones covering the air, and satellites covering everything. As much as anything else, this war is about technology, and we need a complete game changing technology to upset the apple cart, where all the banks and weapons dealers decide everything.

The peace dividend, after the fall of the Soviet Union, allowed economies to focus more resources on their citizens instead of the military/industrial complex. You say war is changing, but you neglect to mention the ongoing hot cyber war, which just saw Ukraine completely destroy 5,000 servers including all the admin files of Aeroflot, Russia's national airline. In addition it stole 22 terabytes of personal data on all its employees and customers including IDs and financial info. Good luck trying to book a flight out of Moscow these days! And this is just after doing the same to other leading Russian industrial firms involved in the war effort. Hey, you also forgot to tie this into the singularity... you're slipping!
You give them both too much credit. Putin is no different from any Russian Oligarchy, nor is Donald Duck any different from any of the other con artists the US has called presidents. WWII was about quantum mechanics, and WWIII is about a theory of everything. Without the hard numbers, the banks won't allow anyone to declare war.
The banks won't have any numbers in the near future. Either hackers, an EMP, or a run on them before WWIII will leave banks powerless. Ukraine just took down most of the pharmacies in Moscow with a cyber attack. Nobody can get medicine apparently. I'm not sure how that's a military target....unless it stops drugs from going to the front line?

They've been censoring half of reality for almost half a century now, and doling out the technology according to whatever the market will bear. If it feels like we should have already made significantly more progress, in countless ways, its because they're censoring half of reality, and struggling to control the distribution of technology. Already, the sum total of human knowledge doubles every nine months, and the AI are the only way we can possibly make faster progress, which means the money is doing all the driving. China knows damn well, just throwing more money at a problem will produce faster solutions, and they're working on owning the world weapons market. Forget about the official banks, the people with the guns pointed at your head are the banks. If its difficult to tell if the banks or the Tea Party are pointing guns at your head, its because they're one and the same corporation.
