My friend was driving home from school the other day, and he pissed some guy off. Maybe he was speeding, whatever. The guy followed him, and my friend shook him in the neighborhood. Later, my friend was pulling out of his driveway, and the guy was taking a picture of his house with a camera phone. Wtf?
i suspect that an off duty cop can ticket you, but i doubt that's what was going on with your friend. i don't know what the hell that was about, but it's pretty creepy
Cops can remember licesnse plates numbers and gotten to him from there. But that wasn't getting a ticket... there's something else there.
Hmm. Can an off-duty cop ticket you... Not if you make a citizen's arrest first I'm guessing that he cannot. Most tickets are logged thru the computer in the trooper's car, so unless he was driving a police car, he wouldn't have the equipment. So don't worry. It's probably just some homocidal psycho stalking you.
