Does a standard stove blue flame produce an adequate temp. for the salvinorin A to work?

don't be silly it's fine, but what kind of pipe did you plan to use with a stove?
the target is to smoke it
it will burn fine with a regular lighter

if you had pure crystalline salvinorin a you would need to vaporize or liquify and atomize it. pure crystalline gets runny and is easily lost if it is not on the leaf

smoking takes care of all of that.

I have heard that a bic handheld lighter won't produce hot enough temps for salvinorin A to vaporize though. Do they??

This is the biggest myth involving salvia that I've heard to date. Every good trip I've had was with a standard lighter, and a small bong with room temperature water. I have a torch lighter, and tried it quite a few times and it didn't make any difference.

youd probably burn ur face on the stove trying to get that to work lol. i just use a zippo or a regular lighter.
