My guess is that people know there are some dramatic images of the fire that they could record, so they're focused on that rather than considering how they might interfere with firefighting. In principle some people could be sending up drones to deliberately interfere, but I'm assuming most people aren't. The police probably already have their hands full. Maybe there will be some legislation to address drones that are big enough and high-flying enough to interfere with aircraft.
