I will post the whole outline when i'm finished writting it...which will hopefully be before it's due tonight erghhh
okay here's my progress-they don't consider it as assault because it's a cultural practice and the girls are minors with no rights Female Genital Mutilation (FGM) Practiced mostly in Egypt and Africa although it’s also practiced in Europe and the US by immigrants from practicing regions In its mildest form the skin of the clitoris is cut and the most severe procedure consists of removing all external genitalia and sewing the vagina …And how does the United States contribute to FGM? We enable it through our foreign policy USAID refuses all responsibility for preventing FGM in Africa where AID program funds and workers are utilized for family planning and health AID funds are used to buy sterile supplies and qualified doctors to perform FGM. The agency has no objection to its funds being used for ‘safe’ FGM.
ok I'm finished here it is, it's not a paper just an outline. I. Female Genital Mutilation (FGM) A-Practiced mostly in Egypt, Asia and Africa although it’s also practiced in Europe and the US by immigrants from practicing regions B-In its mildest form the skin of the clitoris is cut and the most severe procedure consists of removing all external genitalia and sewing the vagina 1. An estimated 130 million girls and women have experienced FGM C-Medical complications consist of AIDS from un-sterile knifes, heavy bleeding and urinary retention. 1. The psychological implications are numerous 2. Later there can be prolonged or complicated labor and painful intercourse. D-Is performed so that a woman’s sexuality is kept ‘under control’. II …And how does the United States contribute to FGM? A. Colorado Coalition Against Sexual Assault testified that several parents were flying in practitioners from Egypt to perform FGM on their daughters 1. Colorado District Attorney stated that there was no was law could be used to prosecute those that practiced in the US i. USAID refuses all responsibility for preventing FGM in Africa where AID program funds and workers are utilized for family planning and health i. AID funds are used to buy sterile supplies and qualified doctors to perform FGM. The agency has no objection to its funds being used for ‘safe’ FGM. ii. The United States does not interfere as it doesn’t see it as a humans rights violation. III. Egypt and Africa A. In Egypt 97 percent of women were thought to have been circumcised 1. drew attention for summit and since then 13 African countries have banned FGM i-Tanzania was one of those countries however the law is rarely enforced. ii. The law is rarely enforced in many countries because of cultural implications.

I dunno if it's too late to help you, but genital mutilation happens in the US all the time to infants who are born intersexed...often if the intersexed baby has an "enlarged clitoris" they will slice it down down down to make it small - sure, it probably doesn't hurt that bad to the baby, but it removes the female's ability to orgasm later in life. (incidentally, doctors are more likely to remove female sex organs than male sex organs in cases of intersexed infants - apparently it's all about the penis, not a big surprise!)
