Well, the UK often still debates the death penalty.

 

There is more chance in smoking legalized cannabis and drinking legalized LSD in the UK than there is of reforming the death penalty here.

I don't think this is at all a fair assessment. Since this thread is just supposed to be about current Japanese "crazes", and not political or philosophical discussions...I will just leave it at that.
