so what environmental laws exactly need to be waived for the borders to be patrolled properly??? why are they an impediment?

does anyone have an opinion... this thing could have damaging repercussions and how do you stop them from waiving any environmental law whenever they want wherever they want???
it adds a new dimension to the saying that rules are made to be broken... is it only environmental rules that are made to be broken....
