When we buy in bulk, there is a high chance that the food may contain weevils, and other pests. I have made it a habit to check for webby looking things. To be on the safe side, I sift my flour, and store it in a clean mason jar, and freeze it. Regular grocers can have the same problem. If you find pests, take it back to the store. When I had chickens, I used to toss them my crawly things. If you see little moths flitting in your pantry, there is a good chance that you have an infestation somewhere. The bulk sections enable the pests to wander from bin to bin, and steer clear of bulk stores that never wash the bins. Food co- ops should be clean, and the floors should not "crunch"......Storing flour in the fridge without being airtight will enable the flour to absorb moisture...and the quality will deteriorate. Same for Noodles, and pasta...keep them dry and protected from pests.
