I'm wondering what recourse is available for congress to force those who refuse a subpoena--to punish them for doing so? Is subpoena power just a joke that can be ignored? Any teeth at all to them? Or are those that have the power to enforce them, just afraid to do so? I was always under the impression that subpoenas were serious business and that scofflaws to such were subject to being jailed. Evidently in this administration--they mean nothing, which I suppose could set the standard going forward ---that they aren't worth the paper on which they're written.
There is no end of self-loathing in congress, when they can't even decide whether they have the authority to demand evidence and testimony in even the most dire circumstances involving national security.
