Actually what is really going on most likely is you are just wrong, and the article is correct as is.

If grizzly season is in fall and they kill 24 bears then MORE than 24 bears will be born in spring.

So the 6 months AFTER the hunting season, the population will be larger than it was before. It will continue to grow.
