yes and no. certain parts do take a higher priority depending on circumstances, but that's kind of the point of the pyramid anyway. physiological needs are always the base of the pyramid. so if those needs aren't being met, the needs farther up the pyramid don't even come into consideration. once all the base needs are met, you are able to focus on the higher level needs, but the base needs still are and always will be the base and most important needs.
