    If not, why not?

    Usually rap lyrics are not "sung" to a melody. Balin is singing, not speaking.
    Also I don't believe the beats of the instruments align with the beats of the lyrics. Every fourth beat should align, if I understand Rap correctly, and I probably don't.

    So rap is not just "rhythmic spoken word over music".
    There are metrical limitations in addition to that definition?
