Yeah, the scrotum sure shrinks up as well & the testes feel very confined it looks like a mound below instead until they warm up again & sometimes they have gone back into the original area they were originally before puberty before they dropped.
Yes, you can buy such things for keeping them warm - they are a bit like a small sock that slips over them. I think they are called willy warmers ?

The worst case i ever had wasnt even too cold but for some reason it was shriveled up to nothing more than a nub and i had to take a piss test for a job. It aint easy peeing in a lil cup with no aiming capabilities. Had to stretch it a few times to get to the point where i could point it where i wanted.
