Access to cams? That takes a little more skill.
I would think you'd need to get everyone to run some sort of executable file or attachment to load a virus whether through opening a picture, link or attachment.
I'm not sure how the government does it, probably some crazy virus they can send over the wire straight to your network adapter

Actually all you need is IP. Then you break firewall and/or find open ports and connect through them.
Rest is easy and there are shitton of ways of doing it from that point.
For example, you could make camera drivers injection and send data from them back to you.
