It's possible you could be measuring your penis incorrectly. This should be from the pubic bone to the tip of the glans, whereas if you've just been measuring from where the penis meets the pubis you'll be losing the thickness of the fat layer straight away. However, this is not to say that losing some weight is not a good idea as well.
