My girlfriend gets really wet during sex, which I actually don't mind. i always use a condom but I notice that when we're finished and I pull out, she leaves loads of white goo at the base of my penis, below the base of the condom.

Is this normal, and can you get infections this way? I always take the condom off carefully and wash the base of my penis but I don't know if this is enough.

Condoms are really just to prevent pregnancy. That's why they were invented. It helps for some std's, but if she has herpes, that condom is only covering your dick.
