    this makes no sence... why is it aloud to write stupid things in your police report.. really u should have seen my old police report the officer screwed it up so bad that couldnt even use half thier evidence in court. how can u think someones dead. they are dead or alive. law inforcement is just getting dumber and dumber.

    Believed is cop speak for the autopsy isn't done and we don't know if this is our guy/ our only guy. Can also be used before family is notified, but that is rare in mass shootings stories.
    Sad that we have protocol for that.

    Pretty typical legalese.

    Journalists could say that police believe the dead man is the gunman.
