I would say that the legality of it has nothing to do with if it is incestuous or not. Are you related? it's incest! That's just not correct. If cousins are allowed to marry in a state, than that state does not consider it incest--if it were, marriage would be illegal.

"Are you related?" is the wrong question to ask--each one of us is related to thousands of people, and probably has many, many distant cousins.
