    SAFER has brought legal cannabis back to the ballot.
    They did surprisingly well last time it was on the ballot, and, if they have the voters' temperature right, they could get a state that votes for mj treated like booze.
    It even breaks out industrial hemp, which could mean farming for fibers and seeds.
