Yes but I should be able to do what want with impunity.

I mean it's simple logistics: if someone signs an agreement to abide by certain rules, they're ethically and/or legally bound to abide by those rules.

So naturally it would follow that if someone doesn't sign an agreement to abide by the rules, they don't have to abide by the rules.

So it sounds like this lady was just being a bitch. I don't think that showing her how much more harmful her car is to the environment than your smoking would have any affect, because I don't see any reason to believe that she cares about the environment from your encounter. Thus, the reason for my confusion.
