One way you could look at it is that if you aren't spending money on dating then you're saving more money toward getting a car...

Lots of people in New York, DC, Philly and Boston don't own cars and they get around just fine and go on dates. Taxis are for special occasions. Walking, bikes, and public transit make more sense for the day-to-day. And I have gone on double dates with friends who owned cars. I rarely got to borrow a car. You can rent a car for the day if you want to take her to somewhere interesting out of town. Cars are expensive and except for a hybrid vehicle, expensive to fuel. If the relationship has progressed to the point that demonstrating your personal responsibility matters, you can show her your responsibility in other ways than owning a motor vehicle. That should NOT be an issue.
North of the netherlands. I'm pretty sure it generally counts for the whole (tiny) country. Of course we have gold diggers here as well, but especially in the cities (which are also ridicilously small compared to for instance NY) it is so common for people between let's say 20 and 30 to not have a car it would be perceived as silly to see that as a disqualification.
There are some places so elitist and hostile to green transportation that it may be reason to move away. I am all for changing society for the better, but sometimes you are better off voting with your feet and finding a place where your values and lifestyle won't be stomped into the ground at every turn. There's a lot more to South Florida than Miami. There are alternatives.
Not having a car doesn't matter if you're close enough to see your girlfriend as much as both of you want. Nothing wrong with taking buses. Lack of a car is a silly reason to throw away a good potential for a relationship. A car can be had at any time that money is saved for it.
