It always has been going back many, many hundreds of years or longer. In America the current drug laws are blatantly so.
There have been times when using tobacco, coffee or tea was punishable by death, enforced by the Roman Catholic Church. They also had laws governing the reading and distribution of the bible, also punishable by death.
