There are many good ones, some that used to be 15$ a month but are now free are Lord of the Rings online, Dungeons and Dragons Stormreach, APB Reloaded which is more like a GTA/Cops vs robbers game, Age of Conan. Some always free ones are Runes of Magic, Allods, and a bunch of others, I just can't remember atm.
I used to play Shaiya by Aeria Games & Entertainment, but it required hours and hours (weeks and weeks) of mindless grinding, max level is 70 and it's so hard to get there because all the grind spots are dominated by the top guilds and it totally sucks because once you get past level like 30, it's 100% cash shop reliant, the cash shop is extremely expensive and the game is ruled by the real life rich people who spend literally thousands of USD per month on it. A pretty good game I'm into now is Perfect World International by Perfect World Entertainment, it's a very good game, good graphics, plenty of quests, PvP and PvE servers, it has a cash shop but it's not very cash shop reliant, you can just buy things like fashionable items, mounts and flyers (which you can get free in game, the ones in the cash shop are the fancy ones) and random things like inventory extension stones and whatnot. You DO NOT need to cash shop to do well in PWI, in Shaiya, it's pay to win and you cannot advance without paying real money. I love PWI 10000x better than any other game I've ever played. There is plenty to do, a huge world map, like 100 dungeons, and thousands of players a server.
runes of magic is good if u want a cheap version of world of warcraft. crappy thing is quests in games like this are like go kill 10 wolves and come back. runescape is good if you don't mind how simple of a game it is. the quests are really the only fun part cus other than that its just watching your character fight crap and mine crap and stuff like that.
Check out Age of Conan:Unchained it's pretty good. Also Forsaken World is pretty cool too. DC Universe just went free to play too.
Runes of magic will have you paying upwards of 100$ a month to level up once you hit lvl 55+ It's annoying.. I quit for that reason. Runescape on the other hand is a good full game, but you will want to pay the 5-10$ a month for subscription. Although pvp can be annoying. It takes no skill, just better equipment and a mouse

I'm playing star trek online right now, really fun, have been playin for a few weeks now, just PVE but you can play PVP but I wanted to get high enough level first, im only a level 32 captain, and havent even started leveling my klingon character yet
That Shaiya sounds like this game I played Hero Online. I started out in Beta playing it. But then it too brought in a cash shop and slowly turned crap. But was fun at the start, I ran one of the higher guilds in game even participated in the huge event where I grabbed some pretty epic gears..... when I quit I got $500 for the stuff lol
I've been playing AoC for two winters now casually, it's a hella dope game for free. I played a bunch of free MMO's last winter and it was the best out of the games I demo'd. There's plenty of content and PvP is brutal! Every class has stealth abilities it's crazy on teh PvP servers. I don't play in the 6 warm months in Oregon because lets face it the last place you want to be here when the weather is sweet is inside and all the music festivals are happening.
I really like GTA SA multiplayer there's some issues though, but its not a bad addition to an already kick ass game.
