...and for the first time in my life, the whole office was empty. I was in and out in 3 minutes flat. I was stunned. I should mark this on my calendar...LOL!
Nope...In fact, it was during the lunch hour! I walked in at about 12:45! Absolutely nobody in there!!
I drive all the way across town to another smaller town just because its worth the aggravation saved from standing in line...my town always has a huge lineup of people holding dirty number cards ..coughing and stink like cigarettes its so disgusting....and the other smaller town rarely has anyone waiting :d
Ahh the DMV. Once I walked in and it was empty, but I forgot some document (water bill, I think) so we had to drive the thirty miles back home, and by the time we returned... it was crowded as usual. great opportunity for people watching though.

In my little Rural town I can often walk in and BS with the clerks, get advise on how to play the system sometimes and leave the place empty when I walk out. Our total County population is just around 15,000 for a good size geographic area. One of the perks of rural life.
i've moved around a bit... out of the 3 DMVs i've had to deal with, only one ever had more than a couple people in line ahead of me. but at that one, it was at least an hour in line every time.
