I would have long ago but have never been sure where to start. Now that Harper is making it his goal to stop any sort of progress in Canada, I'm going to seriously look into it. This is interesting. Last time cannabis was tolerated in the 1990s until 2001 it was mostly in the Swiss German cantons but there was no limit and there were douzands of cannabis shops in each city. The Swiss French cantons didnt allow it since they are in general more restrictive which lead to the situation that police took away the weed when people crossed the canton by train. Especially the canton of Neuchatel is known to be the worsed police system in Switzerland with many police scandals. I know them well those Neuchatel cops. Now the opposite?
