Why does seemingly no one else on the entire internet know anything about this? The name says it. Natives used this stuff like hemp. They got high, made rope, and medicine for as many or more ailments than Can-Abyss is used for. Even the scientific name tells you it's similar to pot. Apocynum Cannabinum. It grows wild in North America, is a lot like pot, is highly medicinal, and as far as I know, has not been illegelized, or else it probably wouldn't still grow wild (but then there's Jimson), so what's up?
