They want to call for an inquiry in decriminalizing ALL drugs, or maybe some, who knows. They must be looking to gain popularity. This will be their stand against the tories manifesto, just like the bullshit referendum on electoral reform. They know it'll never happen. Either way, it's a positive step forward. I have a feeling the Tories have lost quite a bit of power over the NOW affair and Cameron's sleezy friends. So that would mean the Lib-dems have gained some power and influence over the government. They may be in a better position now to push this forward, esp. since Blair's gov't couldn't be bothered to listen to the experts regarding cannabis. If they actually took the advice of their own commission (unlike what happened in the USA), they might decriminalize... One can only hope!

The goverments a mess here in uk you got two parties tied in power and the lib dems aint got any real power there just playing power brokers all empty words in there school boy points scoring games. An enquiry would just be another waste of public money.
