Doesn't sound very serious, but I'd still go see a doctor about getting it fixed. I highly doubt it would effect size or growth.

 

You either have a too tight foreskin, which does not allow retraction, or a too short frenulum (the stringy thing in the inverted V on the underside of the glans). You can try putting some hydrocortisone cream on the glans and try to retract it entirely over the glans, doing it gently for a month or so to see if the foreskin stretches enough to go over the glans. If this does not work see a urologist or your regular doctor and explain the problem, and see if he recommends circumcision.

 

You should see a urologist about this. It won't affect growth, but can make things painful with sex.
