    yeah, but they didnt know that 200 years ago ya think? (not sarcasm, i'm actually wondering if they had any way of knowing about this)
    Then again, Lakeview (north nola, next to the lake obviously, a part that got really fucked) was only built around the mid-20th century if i'm not mistaken. But yeah, it was the already-fucked-up levees breeching and lake-water pouring into the city that caused most of the damage

    Japan does seem to have better emergency management procedures in place than the US, but the scale of it is about on par with Katrina in terms of deaths. Japan has also done a lot to make itself largely earthquake resistant, as have many cities in California have. New Orleans levies were as we all knew were inadequate.

    FEMA was poorly managed, and the government did a really bad PR job with it all. I mean Japan has two nuclear plants on the verge of meltdown, it's not exactly a wonder story of disaster preparedness.

    haiti doesn't have the same opportunities as japan. and have you actually been fallowing developments there? last i heard, the areas most affected, it least those affected by teco nuke plant, aren't doing all that well either. and as for nawleenz, lots of gentrification at the expense of its soul. i wouldn't call that much of a Stirling example and roll model for anyone, least of all hati.
