how old is the kid now?
When my son was a child longhair, he mostly wanted it down, knowing that led to the dreaded hour of pulling (combing) each night.
eventually, he decided a ponytail was cool, although braids were not. (mom wore braids, dad didn't so I think he connected braids with girl hair)
By age six, he was wearing a ponytail banded every inch with elastics.
no braid, few tangles, problem solved.

How old is he? From the sounds of it, he still seems pretty young, like under 10. If so, I think a shoulder length haircut looks very cute on boys that age.

he might be afraid of getting it cut.
That is why most of my son's cuts prior to age 10 were by me. and those were a fight, too.

'he won't get it cut' ???? You're the parent he is the child. Just bring him to a hairdressers and get them to work their magic.
