Sure-he needed blacks in his cabinet to increase his legitimacy and do his dirty work for him-e.g., campaign for the invasion of Iraq, etc. And his daddy, Bush Sr., appointed Clarence Thomas to the Supreme Court-Thomas has voted consistently to increase the arbitrary powers of government and limit the rights of individuals-he'd probably vote to reinstitute slavery if the issue came before the court.
