Hmmm, not one of those CFL twisties that orison319 references makes me concerned. i have also seen those twisties work wonders during vegetative growth when multiple ones are used and kept very, very close to the plants . . .

the reason why the lil plant is doing better, Its within reach all the time. others are rooms away making trip to attend them suck at.. much neglect leads to tougher plants, neglect is also a form of out of sight out of mind sometimes too, you cant watch grass grow, youll lose patience with them ..

Filament light bulbs like the one you have pictured give off more heat than light, not a good combination for growing (your plants will likely stretch and/or burn).

look into florescent bulbs. A compact florescent might work initially for the single plant (until it gets about 6" tall), but you can get 4ft shop lights cheaply, they only use about 70 watts and its what you are going to need in the long run if you don't want to spend a fortune on lights and electricity. Mind you that using 2 shop lightd (a total of four 4ft bulbs) would be far more ideal. (these can be used for your mother plant and rooting your clones when your garden evolves into something larger)

Florescent bulbs with a more blue looking light (cool whites) for your vegetative stage,(16-24hr a day) and more orange (warm white) for flowering (12 on 12 off)

If you tie your plant down to one side so it grows horizontally, you can use a single piece of string strung from one end to the other of a 3 sided white walled growing box (you can get this white paper covered foam sheet called project board to make it from) this is kind of like the screen method, and by all means you can go that rout using chicken wire in place of the string (to give you more control in directing the growing tips so they land directly under one set of bulbs or the other if you have a 2 shop light setup)

Dont go crazy with chemical fertilizers.. its an easy way to kill a plant, and even if it survives you will taste it in the end product.. Try not to over water and drown your plant either.

Keep your bulbs about 2-4 inches over the growing tips and you might pull a few grams out of that little bean in 3-4 months (assuming its female)

You might also want to get an oscillating fan and run it whenever your light is on, it will help your plant in many ways (strengthening the stem so it can support its buds increasing the co2 available, and reducing the chance of heat damage from your lights) this should blow in to the grow box on the long open side.

This is what I learned in college.... closet horticulture 101 (smirk)
