Sailors wore short pants or pantaloons, tied at the knees to keep them from getting tangled in the rigging, and the flaired bottom was easier to roll up so they wouldn't get wet.

the most accepted answer is because they roll up easier to keep from getting wet and it makes them easier to take off if you need to swim better
