NO!! relugation in this economy? (baked question )

Ok so I was really baked when I thought about this. But bare with me. So correct me when I'm wrong but when retailers buy they buy in massive. Its cheaper than buying a single unit. Any ways if. All the grocerys in town baught bottles of cooking oil 128 fl. Oz for two dollars each and the limit profit is 2dollars so basicly the most you can charge is four dollars. Well not all stores follow that rule and if there is. No one is relugating it.

 

For example. Target in the east side of town aka the ghetto they opend it because its great risky profitable market. Well anyways target in the east side charges 8% of california tax and they add 5% in there own. Some thing where they don't charge in the west side of town. Why they need to regulate this
