How come when you are sunbathing topless

We live in a society that sexualizes the breasts. What is not to understand that when a guy sees them, they make him think along sexual lines?

If you were thinking that guys wouldn't hit on a topless sunbather, you were kidding yourself.

Reminds me of a funny story where some girl was wearing a low cut shirt in class and literally every guy was staring at her and drooling, and someone asked why we couldn't wear bikinis in school.
