actually, technically it's not legal even in holland, the cops and the law just totally ignore it... brazil recently legalized all drugs.
There was a measure up in Alaska about legalizing it. Needless to say, it failed. But just it's existence says something, I'd say. Oh, the Northwest Territories of Canada, I think. But that's basically frozen wasteland anyway.
i think that if you're part of the u.n., you're not allowed to have marijuana legalized. it can be decriminalized, or for medical use, but not completely legal. so if marijuana is legal, that country is probably not part of the un. just something to keep in mind when we're trying to figure out where it is(n't) legal.
