Scotland will gain independence in November 2010?

It seems to be possible as a result of referendum which will probably be held in November 2010.
Is this really going to happen? This is a huge news if so. Or is it just another vain hope? Because London can simply cancel this as far as I understood it from wikipedia (http://en.wikipedia.org/wiki/Referendum_(Scotland)_Bill,_2010).
And what kind of consequences will be for Scotland and for the rest of the UK (especially Wales)?
Sorry if I started this thread in a wrong section, I just thought it is related to Scottish history, and that it is very interesting for me (the topic of my bachelor's study was Scottish dialects).
