dll files are usually in the windows/system32 folder registry is jus running regedit but if you didn't know this already you might want to think twice about messing with those things or you might have a big, shiny box with flashing lights that does nothing in a very short timeframe
It's the windows registry editor. start > run > type 'regedit' > ok or enter ps. i think you left an 'r' out of your post.
If you dont have administative privelages, go into safe mode and delete all the user accounts (Hold down ctrl or f12 or something while booting to get the boot options) then you will automaticly become the admin when the system boots. miht have to delete the passwor file too, i think its windows.pwl or users.pwl or some crap like that. Been a while,,, But again, just things you probably shouldn't be tampering with in the first place. Are you trying to delete K9 Web Patrol or something?
