Ocean Cities

We could have, yet again, a bubble on the top of the ocean. The waves would move the bubble to create energy, then solar, and hydro. We could grow our own food and feed un-used protein into the ocean to help the fish grow. Also, if we figure out how to get deep into the ocean there's a lot of protein build up so we could use that as a creation zone for new species since they'd grow so fast, and yeah, that's basically it, although I feel I forgot something.
