Rep question

What do the gray "balls" mean under "latest reputation received"? Is it negative rep or neutral rep? I doubt it's the latter since there is only positive and negative rep.

 

I think it means neutral rep, not because they are neutral on your post, because the person giving it doesn't have enough status (rep) to push it to green or red.
You don't lose or gain anything.

It means the user has disabled reputation. You can just hover over the grey balls and it will tell you.

 

I tried to neg-rep skip for reintroducing the rep system but it wouldn't let me because of this disabled rep bullshit
