Well i believe that you can judge people's parenting skills when you don't have children of your own if you interact with small children like if you babysit regularly...
Cause i babysit and i have formed my own parenting skills and ideas and i judge other people's parenting skillls all the time.

I watch my 4 year old brother (Never adopt a kid if you are expecting a divorce, they deserve better) Because my Pa can't be bothered to care for him, so I feel like he is my responsibility most times. Before we got him (two years ago) I always thought that I could be a better parent than, like, say the moms in the grocery stores with a crying kid...My thoughts changed after actually being that person...
