My neighbours and I are now sharing a broadband connection. I'm connected via a wireless adaptor to (as far as I know) my neighbours' wireless router. Our internet provider capped our speed to 64kbs at the start of last month because we had exceeded our download limit and since then I haven't been able to load web pages with pictures, or download torrents at more than 2kbs. The problem is, we have started a new month and I am still getting these slow speeds. I know that they have restored the connection to its maximum speed because my neighbours have downloaded 10gig just this morning. Is it possible for my neighbour to limit the amount of bandwith I get through my connection to the router? He is a desperate, unemployed IT expert and I wouldn't put it past him.

It's possible to cap bandwith going to other computers on the network. So yes, he very well could be.
1) Sharing Internet connection with a neighbour is illegal and bad news. It is like sharing cable. If you didn't realize this yet, you are stealing from a company just like walking into a jewellery store and stealing from a cash register. Now you know. 2) It is possible for him to cap your bandwidth if he has control of the router. Also, if you are on a wireless connection, maybe you don't have a good signal.
Yeah. If the router is yours, and he's sharing from you, you're going to want to change the router username/password if you can. You should be able to do this by going to the router page. (Type this i.p. into your address bar: 192.168.1.1 ) If he hasn't changed the username/password yet, you should be able to log in with the default. If they aren't admin/admin or admin/password for the username/password combinations, check google for them (Just search for "default router password" or something and you should get a big list. Then, just check out the router model number and search accordingly.) If you google 'Local bandwith capping tutorial', you may be figure out how to cap him/limit him.
Pitty the OP states its the other persons router. Go to whirlpool face if you have any comp issues, seriously....its made for this stuff.
We live in different halves of an adjoined house. Technically we live together. I won't mention this on the internet again though. I went over there and asked him when he was home yesterday, the router just needed to be reset after the speed was restored. It was easily fixed. My wireless connection is perfect. I mostly just wanted to know whether I was getting screwed by my neighbour. I contribute towards the bills.
It doesn't matter what country you are in, the ISP still has their own legal bindings. Basically, the ISP decides if you can share one internet bill with more than one household. In the case of adjoined houses, I don't know. It may be based on resident address. You would have to call and ask your ISP or maybe it is listed in the contract.
