i was thinking that jellyfish stuff fits too. or a plankton .. What if the plankton could be taken up into the atmosphere with a funnel cloud aka, water spout. could it survive as a living organism..

Precursor to Chemtrails

They probably abandoned the gelatinous material for the aerosol spray they use today because the aerosol would be much more inconspicuous, plus there was probably something to do with the strength of the samples. I'm sure they wouldn't want to have whole states suddenly becoming ill, once they ramped up their operations.
